Sur – Police authorities are still
puzzled in fire incident at a Motor Lodge in Brgy Tagongtong, Goa, Camarines
Sur with 2 charred, lifeless bodies of a male and a female person, were found naked,
lying in a bed. Investigation conducted by Goa PNP disclosed that the incident
transpired at about 10:20 PM of July 30, 2014 at room 9 of the second floor of Papillon
Motor Lodge. The 2 bodies were identified as Rommel Clariňo y Fuentebella, 43 years old, married, a resident of
Brgy. Poblacion, Tigaon and Jonna Iraula
y Buenaagua, 22 yrs old, single of Brgy San Vicente, Ocampo, both of this province.
Witness accounts revealed that at around 10:00 PM of July 30, 2014, they heard
a woman crying from Room 9 and after a few minutes, an explosion was caught from
the same room. Crime scene
assessment of Cam Sur Provincial Crime Laboratory Office, Scene of the Crime Operatives,
Goa Bureau of Fire Protection, and PNP Goa believed that there was a foul play and
that the
female was probably dead before the fire started, since the position of the
female was found lying on her back on top of the bed, and the male was on prone
position at the right side of the female, indication of no struggle occurred
between them during the fire. The double lock inside the main door was forcibly
destroyed, with unknown force coming from the outside. Further found at the
crime scene were 2 empty bottles of “Miguelito” gin, 1 plastic sachet
containing of suspected “Shabu”, 1 unit of black Motorcycle Honda Wave 100, with
plate no. 2756 EY, 1 motorcycle Official Receipt, under the name of a certain
Victorino, Lydia B., of Poblacion, East, Ocampo, Camarines Sur. The remains of the two victims were brought
to a Funeral Home for Autopsy/Necropsy Examination by the Municipal Health
Officer of Goa Municipal Infirmary. Goa Police is still conducting in depth

Camarines Sur Police accomplishments for May 2014
First month of office of

Office, Naga City--- The Police Provincial Office of
Camarines Sur, under the new leadership of Police Senior
Superintendent Primo Berico Golingay, as Officer-In Charge, has made a resounding
accomplishment in the province of Camarines Sur, on the followings;
On eradication of Illegal Drugs, a total of more or less 88 grams of
Marijuana and 20 grams of Shabu were confiscated and arrests of fifteen (15) notorious drug pushers and
seven (7) drug users with all cases,
filed in court..
On crackdown against Loose
Firearms, a total of 10 Highpower firearms were confiscated including the
confiscation of one (1) caliber .30 A1
carbine rifle; five (5)caliber .45 firearms and four (4) 12 gauge shotguns
and, confiscations of 18 (eighteen) Low Powered Firearms including the
confiscations of twelve (12) caliber .38
revolvers; one (1) caliber .357 revolver; three (3) caliber .22 and two (2)
others (one boga and one caliber .45 replica).
On campaign against Illegal Gambling, a total of thirty seven (37) persons were arrested
including the strict implementation of PD 449 ( Illegal Cockfighting) resulting
to the dismantling of six (6) illegal
cockfighting arenas and arrests of eighteen persons. Other persons were
arrested for illegal card games. All cases were filed in court.
On campaign against Illegal
Logging, a total of sixteen (16)
persons were arrested resulting to the confiscation of one hundred
ninety-six (196) board feet and nine (9) flitches of assorted species of lumber
and one hundred forty-six sacks of charcoal, A Chainsaw and undetermined number
of coco lumber. All cases were either turned over to DENR or the PCA for their
appropriate actions.
On campaign against Illegal
Fishing, thru strict implementation of RA 8550 (The Philippine Fishery Code
of 1998), four positive seaborne operations were conducted resulting to the
arrests offorty three persons,
including the confiscations of two (2)
fishing vessels, one (1) banca and one (1) compressor, more or less twenty five
kilos of catch fish and other fishing paraphernalia. All four cases were filed
in court.
On campaigns against Wanted Persons, a total of nineteen Most Wanted
Persons (Municipal Level)were arrested, including three (3) # 1 Most Wanted
Persons namely: Val Competente for Murder last May 2, 2014 by operatives of Sagnay MPS;
arrests of Salvador Bartolome y Templo for
Qualified Statutory Rape in relation to RA 7610, last May 9, 2014 by joint operatives of Nabua and Goa
MPS; arrests of Ronnie Medroso y
Espireda for two cases of Child Abuse last May 13, 2014 by operatives of Calabanga
MPS; and arrests of eighty three (83) other wanted persons. Another noted
accomplishments was the arrests of Eleuterio
Abad y Abarrientos a notorious Burac-Abad Criminal Gang leader of Robbery
Hold-up Groups operating in District 3, 4 and 5 of this province last May 19, 2014
during hot pursuit operations conducted by Calabanga and Ocampo PNP at Bgy Pinit, Ocampo, Camarines Sur.
Another significant accomplishment was the arrest of Sandy Malacaat Pasig City for Murder byjoint
operatives of 5ISU, CSPPSC, Intel Operatives of 42IB, 9ID and Eastern Metro
Manila CIDG. Also known as KumanderJamay/Angel of
Komite-2, LaranganGirelya 77, KomiteProbinsya-Camarines Sur, Bicol Region Party
Committee and wasresponsible in the killings of
Sgt. Valencia and Pvt.Alcantara, of Phil Army last February 9, 2007 in
BrgyInuyunan, Bula, Cam Sur, Case of double murder was filed against him before
the Provincial Prosecutor Office of Naga City dated Dec 3,2013.
The Camarines Sur Police under PSSupt Golingay, are doubling their efforts in ensuring peace and order all over the

Rapist Brgy Chairman arrested in Cam Sur

The Camarines Sur Police Provincial Office, under the leadership of Police
Senior Superintendent Primo Berico Golingay, as Officer-in-Charge, thru his
efforts in the implementation of LOI Manhunt Charlie, has arrested top (1) Most
Wanted Person of municipal level in Sipocot of this province. The accused was
identified as Rogener
Casao y Robledo, 41 years old, married, an incumbent Brgy Chairman and a
resident of Barangay Caima, Sipocot, Cam Sur, at about 8:15 AM of June 2, 2014
at Municipal Hall Compound, of this town, by PNP operatives of Sipocot Police
Station led by Police Senior Inspector Ace Christian R Mendoza, by virtue of
Alias Warrant of Arrest issued by Hon. Angel S. Malaya, Presiding Judge of RTC
Branch 22, in Naga City, dated January 7, 1994 for Rape, with no bail
recommended. Accused is under the custody of Sipocot MPS for booking and proper
disposition prior to turn over to the court of origin. Accused is ranked as # 1
in the list of Ten (10) Municipal Most Wanted Person in Sipocot, Cam Sur. The
alleged rape incident transpired 20 years ago, last May 14, 1993, when a single
woman (name withheld), of legal age, a close friend, was invited by the accused
in his boarding house in Naga City, and upon their arrival, accused offered her
a softdrinks, which the victim accepted, and felt dizzy and numbed, and the
accused started to make amorous
advances, and when she resisted, subjected her to a fistic blow in the

Cam Sur Police raided Illegal Drugs Dens
Implementation of 3 Search Warrants
for Violation of RA 9165 and RA 10591
Camarines Sur ---- The Police Provincial Office of Camarines Sur (CSPPO), in its persistent effort to eliminate the proliferation of
illegal drugs in the province, under leadership of Provincial Director, Police Senior
Superintendent PRIMO BERICO GOLINGAY, conducted series of drug operations in the province which
resulted to the arrests of four (4) suspected drug pushers and confiscation
from their possession of several illegal drugs.
At about 5:20 AM of May 26, 2014, a team
of Libmanan Police Station of Libmanan, this province, served the Search
Warrant no. 2014-16, for Violation of RA 9165, issued by Hon. Judge Irma
Isidora M. Boncodin-Zamudio of RTC Branch 57, Libmanan, Camarines Sur, at the
residence of Arturo Oleta y Torres in
Brgy Bagumbayan, Libmanan, Cam Sur which resulted to the recovery and
confiscation of the following items to wit; One (1) pc plastic containing two
(2) bar dried marijuana leaves with fruiting tops wrap with the piece of
magazine papers, (1) one pc small bar dried marijuana leaves with fruiting tops
wrap with the piece of paper of still undetermined quantity and one (1) pc.
rolled aluminum foil, one (1) pc straight aluminum foil, one (1) pc cramp fold
aluminum foil and one (1) piece cell phone unit with trade mark my phone.
Arrested person was apprised of his Constitutional Rights and is under the
custody of Libmanan MPS for proper disposition. Inventory and markings of the
seized items is being conducted by said MPS before presenting it to the issuing

At about 5:35 AM May 26, 2014, a team of Bula Police Station
of Bula, this province, together with Provincial Intelligence Branch, CSPPO, Provincial
Public Safety Company, CSPPO and Regional Special Operations Group, Police Regional
Office 5 in coordination with the Philippine Drug Enforcement
Agency, Cam Sur, left said station to implement search warrant to wit: Search
Warrant no IR-2014-22 and 2014-24 for Viol of Sec 11, Art II of RA 9165 (the
Comprehensive Dangerous Drugs Acts of 2002) against Cyril Deniña Y Peñas, married, of Zone 5, Casugad, Bula, CS, Jose Sedan Y Nuñes and Helidina Pandita Sedan and Search
Warrant no. 2014-23 for Viol of RA 10591 against Jose Sedan Y Nuñes of Zone 4B Crossing, Casugad, Bula, CS, all
issued by Honorable Judge Timoteo Panga Jr of Branch 60 RTC Iriga City. At
about 5:45 AM of May 26, 2014 same were served to the above-named persons and
following items listed below were found inside the suspect’s residence, to wit:

One (1) pc nokia colored blue cellular phone; and 8. Two (2) pcs empty plastic sachet Present during the conduct of
inventory and markings of evidences were representative from Department of

Robbery Hold up gang, arrested
Calabanga,
Camarines Sur ------- A member of Robbery Hold-up gang was arrested by joint operatives of
Calabanga and Ocampo Police after holding-up victim, Francis Nikko Lim y
Belarmino, 25 years old, single, Salesman of Tri-Star Mighty Corporation and a
resident of Dimasalang, Masbate at about 12:45 PM of May 19, 2014, together
with his helper Ramil Revalo y Chua, 31 years old, single and a resident of
Bagaoma, Aroroy, Masbate while collecting payments of their delivered cigarettes
products at Barangay Bigaas, Calabanga, Camarines Sur, by three unidentified male
persons using Black/White Suzuki Smash motorcycle without plate number, one of
the suspects were wearing maong jacket, maong pants and faded violet bull cap
armed with a caliber .45 pistols, and forcibly took from the victim an undetermined amount of
assorted cash collections. Victims reported that the suspects fired their gun
twice (2) downward on a concrete pavement of the store which accidentally hit
the right leg of the victim Francis Nikko Lim. Also, Albert Bañares y Colasito, 24 years old,
married, driver, resident of Bgy. San Miguel, Magarao, Camarines Sur, likewise victims
cell-phone was also taken by the suspect intimidating him with use of firearm. The
Calabanga MPS led by PCI Venerando Flor Ramirez, proceeded at the crime scene
to conduct investigation and recovered two (2) pieces fired cartridge case for
caliber .45 pistol and were forwarded to Cam. Sur Provincial Crime Laboratory
Office for Ballistics Examination. At about 11:30 PM
of May 19, 2014, Calabanga MPS, composed a team together with Ocampo Police for
the conduct of hot pursuit operation for the possible arrest of the suspects, and at about 12:35 in the morning of May 20, 2014 the team arrested the

of Barangay Pinit, Ocampo, Cam Sur,
after the victim Albert Colasito Bañares pin pointed and positively
identified as one of the suspects, while riding a motorcycle, Suzuki Smash,
color white, with Plate No. 8248 EM along Barangay road of Zone 4A, Pinit,
Ocampo, Camarines Sur. Suspect and confiscated motorcycle were brought at

2 Loose Firearms, seized
Goa, Camarines Sur ---- At about 9:00 AM of May 19, 2014, The
Goa MPS received an alleged report from a concerned citizen that there was an
abandoned Firearm and ammunition left at their Nipa Hut (kubo) located at their
Cassava Farm, situated at Brgy.Hiwacloy, Goa, Camarines Sur. Immediately team led by PCI Chito Mulasgo
Oyardo, ACOP Goa MPS, proceeded at said place and recovered one (1) improvised shotgun rifle loaded with
one(1) ammunition and five (5) ammos placed inside a black belt bag left by
unidentified person. Said firearm is in custody of Goa MPS for verification

Camarines Sur --- At about 10:00 PM of
May 19, 2014, member of Philippine Army (INF), requested police assistance, regarding
a suspicious armed person cited at Barangay Tamban, Tinambac, Camarines Sur.
Immediately team led by PSI Mariano Sermona, OIC Tinambac MPS together with the
Army troopers responded thereat and upon reaching the place, a suspicious
person immediately run away and on the process accidentally dropped and left
behind a Caliber 38 Firearms, TM, Smith and Wesson, with serial No. BBY4013 and
loaded with five (5) Live Ammunition for the same caliber. Firearm is in

Abejero, Alfredo Bobis and Victorio
Realizan, who were caught in the act
while engaging in an illegal
cockfighting commonly known as “Tupada”. Confiscated from the suspects possession
were two (2) fighting cocks and bet money amounting to Three Hundred Thirty

illegal cockfight at said place and apprehended the persons of Frila Basiño y Clabano, 41 years old,
married, resident of Brgy. Salvacion, Caramoan, Cam. Sur. and Remy Corpuz y Dades, 43 years old,
single, resident of Brgy. Pili-Centro, Caramoan, Cam Sur, who was caught, engaged in an illegal
cockfight together with other unidentified group of male persons who escaped
upon noticing the presence of police officers. The following gambling paraphernalia were recovered from suspects possession: One (1) box

Vehicular Accident along MHW
Libmanan, Camarines Sur ---A speeding Bragais passenger bus hit a
truck while parked at the right lane of Maharlika highway (MHW) at Brgy Bikal
of this town at about 4:00 A.M. of April 16, 2014. Investigation conducted by
Libmanan Police disclosed that the bus with body number 1007, running on south
direction going to Tabaco City and registered to Carmen Bragais of Tabaco City,
being driven by Joey Bermas y
Bonina, 42 years old, married with plate # TGC 353, hit a truck with plate
# EVP 126 registered to Pacific Royal Basic Foods Inc., Makati City, loaded
with scrap metals, causing the right side portion of the passenger bus to be
pressed against the aforementioned truck causing death of five (5) passengers namely
1.) Alexander Belen y Doe, legal age, of Bagacay Albay; 2.) Jayson Purita y Pola, 23 years old,
single, of San Miguel Tabaco Albay; 3.) Cindy
Garcia y Borbe, 17 years old, single, of Concepcion, Marikina City; 4.) Arneli Dacullo y Doe, legal age, of San
Jose Del Monte, Bulacan and; 5.) Mark
Kevin Dacullo y Doe, 2 years old, minor, of San Jose, Del Monte, Bulacan
(son of Arneli Dacullo) were all declared dead on arrival (DOA) at Libmanan
District Hospital and injuries of seven (7) others
namely: 6.) Jeric Buelia y Doe,
legal age, of Bagacay Albay; 7.) Pamela
Brozo y Tugonay, 33 years old, married, of Ifugao Province was brought to
Sipocot District Hospital; 8.) Dennis
Brozo y Buella, 37 years old, married, of Mandaluyong, Metro Manila; 9.) Pablo Dacullo y Rabanilla, 41 years
old, of San Jose, Bulacan; 10.) Alicia
Frimesta y Borbe, 51 years old, married, of Concepcion, Marikina City and;
11.) Vicente Magdaraog y Tibelen, 55
years old, married, of Brgy. Calzada, Taguig City were brought to Bicol Medical
Center for medical treatment. While 12.) Michael
Ochoa y Donato, of 1337, Jugada St. Salmonan, Caloocan City was confined at
Libmanan District Hospital. Names of the victims
were withheld as police authorities still needs to informed the relatives.

operatives of Tinambac MPS, Regional Intelligence Unit 5-PIT2, NISU-31, 5TH
RPSB, RSOG PRO5, PIB CSPPO and 9MIB 9ID arrested Ronnel Rodriguez y Gonzales by
virtue of warrant of arrest under CC# IR -9635 for Carnapping dated January 2,
2012 issued RTC Br 35, Iriga City with recommended bail bond fixed at Php
300,000.00 and warrant of arrest under CC# 2011-0072 for Robbery dated March
15, 2011issued by RTC br. 61 Naga City with recommended bail bond fixed at Php
100,000.00 respectively for his temporary liberty. Subject arrested person was in the target

arrest docketed under criminal case nr. 9166 for the crime of Frustrated
Homicide issued by MCTC of
Libmanan-Cabusao, Libmanan, CS, issued on March 13, 2014 with 12, 0000.00 pesos
bail recommended for his temporary liberty. Subject was escorted to Rural
Health Unit-I for medical attention and apprise/inform his constitutional
rights and now under the custody of this office prior turning him over to the
court of origin for proper disposition likewise the return of service of

Miranda y Sis by virtue of a warrant of arrest issued by Regional Trial
Court, Branch 58, San Jose, Cam Sur dated February 6, 2014 for Estafa under
Criminal Case Nr T-4085 with recommended bail of Twenty Thousand Pesos (Php
20,000.00). Accused was appraised of his constitutional rights and undergone medical
examination. Arrested person is in the custody of Sañgay MPS for turn over to

Bula, Camarines Sur --- At about 11:32 A.M. of March 22,
2014, Personnel of Bula MPS conducted operation on illegal gambling which
resulted to the apprehension of the following suspects: 1. Edison
Del Socoro Y Bagamasbad, 21 years old, single, door to door driver,
resident of Zone 3, Brgy. San Roque Pob., Bula, CS, 2. Jay-Ar Soreta Y Bergado, 26 years old, with live-in partner, tire
man, resident of Zone 3, Bgy Panoypoyan, Bula, CS, 3. Jun-Jun Arca Y Cabal, 27 years old, single, tire man, resident of
Zone 7, Brgy San Jose, Bula, CS,4. Manuel
Bedico Y Blanca, 18 years old, single, door to door driver, resident of
Zone 5, Brgy. Casugad, Bula, CS, 5. Joven
Esta Y Salcedo, 28 years old, married, farmer, resident of Zone 3, Brgy
Ombao Polpog, Bula CS and 6. Eubert
Billiones Y Abanil, 30 years old, married, fish vendor, resident of Brgy Sagrada,
Bula, Cam Sur. Said suspects were caught in the act of playing, betting Cara Y
Cruz at waiting shed located in front of Bula Public Market. Recovered items
are the ff: one (1) pc of One Hundred Peso bill (100.00); five (5) pcs. of
twenty (20) peso bill; Eight (8) pcs 5 peso coin; Two (2) pcs. 10 peso coin and
(18) pcs. of 1 peso coin, including the
3 pcs of 1 peso coin which used on said illegal activity. Suspects and
recovered pieces of evidence are place under the custody of said MPS for proper
documentation and disposition. A formal complaint on Viol. Of P.D. 1602
against the suspects, was filed by Bula MPS at the Provincial Prosecution
Office in Naga, City at about 8:20 P.M. March 22, 2014 with the corresponding
IS# V-10-INQ-14C-0199. At about 5:30 P.M. of March 22,
2014, at Sitio Cabaya, Brgy. San Roque Pob., Bula Cam Sur same team arrested

Rizalito Nalsaro Y Parra, 38 years old, married, of Brgy Ombao Hts., all of
Bula, Camarines Sur and 14. Joel Peña Cerdon, 34 y/o, single
of Brgy Cadlan, Pili, Cam Sur, while engaging an illegal gambling known as
“Cara y Cruz” and ecovered the following items to wit: one (1) pc of cemented
block, three (3) pieces of 1 piso coin being used in playing cara y cruz and
money bet with the ff denominations: One (1) pc of 200 peso bill, Two (2) pcs
of 100 peso bill, Twenty two (22) pcs of 20 peso bill, Four (4) pcs of 5 peso
coin and Nine (9) pcs of 1 peso coin. A complaint on Viol. Of P.D. 1602 against the
suspects, was filed by Bula MPS at The Provincial Prosecution Office in Naga,
City at about 9:20 A.M. of March 23, 2014 with the corresponding IS#

Ocampo, Camarines Sur ---- At about
10:55 AM of March 22, 2014, at the boundary of Brgy. Sta. Isabel, Baao, Cam Sur
and Brgy. La Purisima Nuevo, Ocampo, Cam Sur, Joint operatives of Ocampo MPS
and Baao MPS, conducted illegal cockfighting operation which resulted to the
apprehension of 15. Randy Badong Y Bayta,
41 years old, married and a resident of Brgy. La Purisima Nuevo, Ocampo, Cam
Sur, while engaging of said illegal activity. Recovered from the suspect, one
(1) notebook containing bet list. Other suspects scampered and eluded arrest.
Further investigation disclosed that subject person was the operator of said
illegal cockfighting. Suspect was brought to Ocampo MPS for proper disposition.
Likewise, Violation of PD 449 (Illegal Cockfighting) is being prepared by
Ocampo MPS for Inquest Proceeding###(

Motorcycle found abandon
Pamplona, Camarines Sur --- about 4:00 PM, a team of Pamplona Police recovered an abandoned
motorcycle called by a concerned citizen at Starmax restaurant at Zone-1, Brgy
Tambo, Pamplona, Cam Sur, with
description; TM Euro Motor 110 with color combination of red and black, without
plate # (For registration). Recovered motorcycle was left by unknown
individual/owner for almost tw0 (2) weeks, parked in front of the comfort room
of the said restaurant .Said motorcycle was brought to the police station for
